Creates the Florida Minority Health Council as an advisory body adjunct to the Department of Health to develop and improve statewide minority health policies and programs

Council membership includes the State Surgeon General (as non-voting chair), secretaries from Children and Families and Health Care Administration, Commissioner of Education, six public members appointed by the Governor, and one member each from the Senate and House

Public members must have expertise in minority health issues, serve 4-year terms (with initial staggered terms), and receive no compensation beyond per diem and travel expense reimbursement

Council duties include analyzing health disparities affecting minorities, identifying policies that may encourage disparities, developing comprehensive surveys on minority health care quality and outcomes, and recommending pilot projects to reduce disparities

Annual reports on findings and recommendations must be submitted to the Governor and Legislature by December 1 each year, with interim reports permitted at the chair's discretion
