Expands dual enrollment eligibility to explicitly include home education students and prohibits postsecondary institutions from establishing additional academic eligibility requirements beyond state standards

Creates the Dual Enrollment Scholarship Program to reimburse postsecondary institutions for tuition and instructional materials costs for private school and home education students, with funding contingent on appropriations

Requires instructional materials for dual enrollment courses to be provided free of charge to all students, including those from public schools, private schools, and home education programs

Renames "collegiate high school program" to "early college program" and requires prioritization of general education core courses applicable toward associate or baccalaureate degrees

Establishes bonus FTE funding for school districts: 0.16 FTE for early college program students completing core courses with a "C" or higher, 0.08 FTE for other dual enrollment students, and 0.3 FTE for students earning an associate degree with a 3.0 GPA or higher
