Establishes the Friends of Florida Citrus Program within the Department of Citrus to protect and enhance the quality and reputation of Florida citrus fruit and products in domestic and foreign markets

Creates the Friends of Florida Citrus Advisory Council with 5 members appointed by the commission, including one commission member, one Florida Citrus Processors Association representative, one statewide growers association representative, and two at-large members

Authorizes the program to receive private corporate donations, which must be deposited into the Florida Citrus Advertising Trust Fund

Permits the Department of Citrus to loan or share employees with other state and federal agencies, state universities, or the Department of Agriculture and Consumer Services for marketing and promotion purposes

Requires agencies or entities receiving loaned employees to reimburse Florida for all pay and benefits, with arrangements subject to department approval and compliance with intergovernmental employee interchange provisions
