Prohibits homeowners' associations (as defined in s. 720.301(9)) from owning or operating automated license plate recognition systems

Defines automated license plate recognition systems as one or more mobile or fixed high-speed cameras combined with computer algorithms that convert license plate images into computer-readable data

Requires the Department of State, in consultation with the Department of Law Enforcement, to establish a retention schedule for records containing images and data from these systems

Sets effective date of July 1, 2020
