Requires the Department of Children and Families to establish performance metrics and a statewide accountability system by July 1, 2021, to assess the health of the child welfare system by judicial circuit using grading criteria

Mandates sheriffs providing child protective investigative services adopt the department's child welfare practice model and meet quarterly with the department on quality assurance initiatives, with annual performance evaluations required

Creates an Office of Quality within the department to identify performance standards for all contracted service providers including lead agencies, managing entities, and legal services, and to recommend initiatives correcting programmatic deficiencies

Requires lead agencies to designate an employee liaison to coordinate with faith-based and community-based organizations, and expands community alliance membership to include faith-based organization representatives

Directs the Florida Institute for Child Welfare and Florida State University College of Social Work to develop a child welfare curriculum by the 2021-2022 school year and a career-long professional development program for child welfare professionals by July 1, 2021
