Prohibits counties and municipalities from imposing fees or charges on authorized wrecker operators or towing businesses for towing, impounding, or storing vehicles or vessels, with exceptions for reasonable business taxes and administrative fees up to 25% of the maximum towing rate

Exempts certain charter counties with specific population characteristics or existing towing programs from the new fee prohibitions, allowing them to continue operating licensing and regulatory programs established before January 1, 2020

Prohibits local governments from requiring towing businesses or wrecker operators to accept credit cards as payment, but mandates they maintain an operable ATM at their place of business if they do not accept credit cards

Updates signage requirements for tow-away zones, changing the distance requirement from 5 feet to 10 feet from the road and clarifying notice procedures for vessel towing from private property
