Preempts occupational licensing to the state of Florida, prohibiting local governments from creating new occupational licensing requirements after October 1, 2020

Local governments that had occupational licenses in place before October 1, 2020 may retain them but cannot impose additional requirements or modify existing licensing

Prohibits local governments from requiring licenses for specialty contractor work that does not correspond to state-defined contractor categories, including painting, flooring, cabinetry, interior remodeling, driveway/tennis court installation, decorative stone/tile/marble work, plastering, stuccoing, caulking, canvas awning, and ornamental iron installation

Authorizes counties and municipalities to issue journeyman licenses in plumbing, pipe fitting, mechanical, HVAC, electrical, and alarm system trades with statewide reciprocity for qualifying license holders

Allows local governments to charge a registration fee of up to $25 for journeyman license reciprocity, effective July 1, 2020
