Regional planning councils covering three or more counties may count members appearing via telephone, videoconferencing, or similar electronic communication toward quorum, provided at least one-third of voting members are physically present at the meeting location

Members must provide oral, written, or electronic notice at least 24 hours before a scheduled meeting if they intend to appear remotely

Department of Economic Opportunity must give preference to counties with populations of 200,000 or less, and municipalities within those counties, when selecting applications for technical assistance funding

Funding preference applies specifically to assistance for evaluating land uses and natural resource protections around proposed multiuse corridor interchanges and for developing or amending comprehensive plans related to those interchanges
