Creates section 381.796, Florida Statutes, requiring entities that conduct high-risk youth athletic activities on state or local government property to mandate safety training for unpaid or volunteer athletics personnel

Requires the Department of Health to define "high-risk youth athletic activity" by rule and approve the required training course

Training course must be free and cover emergency preparedness for traumatic injuries, concussions and head trauma, heat/extreme weather injuries, and proper physical conditioning and equipment use

Volunteer and unpaid personnel must complete the course within 30 days of initial involvement and annually thereafter, with licensed athletic trainers exempt from this requirement

Entities must maintain records of course completion for each individual throughout their volunteer service
