Expands mandatory school bus transportation for students facing hazardous walking conditions from grades K-6 to all students in kindergarten through grade 12

Requires district school boards to provide transportation for all public school students whose homes are more than 2 miles from their school, replacing the previous "reasonable walking distance" standard set by State Board of Education rules

Mandates that district school superintendents request a hazardous walking condition review when they receive a written request from a parent of a student in the district

Requires district school boards to initiate legal proceedings under chapter 86 to determine hazardous walking conditions when governmental representatives cannot reach consensus, changing this from a permissive ("may") to mandatory ("shall") action

Effective date of July 1, 2020
