Establishes the "Community Recall Act" to revise the process for recalling directors of homeowners' associations

Requires a recall petition signed by at least 60 percent of parcel owners whose parcels are their homesteads to initiate removal of a board director

Mandates the board to notice and hold a referendum within 30 business days of receiving a valid recall petition, with all voting members able to cast votes for or against the recall

Allows 10 percent of homestead parcel owners (rather than 10 percent of voting interests) to call a special meeting to recall directors if permitted by governing documents

Permits reuse of ballots from a defective initial recall referendum in one subsequent referendum, provided ballots are used within 120 days of being signed
