Directs the Department of Highway Safety and Motor Vehicles to develop a "Highwaymen" specialty license plate featuring "Florida" at the top and "Highwaymen" at the bottom

Annual use fees will be distributed to the City of Fort Pierce, which will serve as fiscal agent and may retain up to 10% for administrative costs and marketing

Before the Highwaymen Museum and African-American Cultural Center is built, at least 15% of fees go to St. Lucie Education Foundation for art education in public schools, with the remainder funding museum construction

After museum construction is complete, at least 10% of fees go to St. Lucie Education Foundation for art education, with the remainder funding museum operations

Effective date of October 1, 2020, contingent on passage of SB 1456 or similar legislation in the same legislative session
