Allows lobbyists, vendors, and principals to give gifts of unlimited value to non-elected public employees and procurement employees who have suffered serious bodily injury or been diagnosed with a serious disease or illness, or whose spouse or child has such conditions

Permits affected employees to solicit and accept these gifts to cover expenses related to care and treatment, with elected officials explicitly excluded from this exception

Defines "serious bodily injury" as a condition creating substantial risk of death, serious disfigurement, or protracted loss of bodily function requiring extended care

Defines "serious disease or illness" as any condition, including cancer, causing significant functional impairment and requiring extended treatment

Requires recipients to report gifts valued at $100 or more, or any cash or cash-equivalent gifts, to the Commission on Ethics
