Discontinues the grade 9 ELA assessment after the 2021-2022 school year and requires statewide ELA and mathematics assessments in grades 3-6 to be administered in paper-based format

Mandates all high school students take a civic literacy assessment by grade 12 beginning in 2020-2021; passing exempts students from the postsecondary civic literacy assessment requirement

Revises school turnaround requirements, allowing schools earning a grade of "D" or "F" to implement district-managed turnaround plans and providing options including closure, repurposing as charter schools, or contracting with external operators

Requires final report cards to be issued within one week after the last day of school or within one week after receiving statewide assessment results for courses with end-of-course assessments
