Creates the Organ Transplant Technical Advisory Council within the Agency for Health Care Administration to develop quality and outcome standards for adult and pediatric organ transplant programs, with a report due to the Governor and Legislature by October 1, 2021

Establishes minimum transplant volume requirements for hospitals: 12 heart transplants per year, 5 liver transplants per biennium, 15 adult kidney transplants per biennium, 5 pediatric kidney transplants per biennium, and 10 bone marrow transplants per year

Prohibits organ procurement organizations and transplant facilities from charging deceased donors, living donors, or their family members any fees for organ procurement or donation services

Creates an exception to the felony prohibition on HIV-positive individuals donating organs, allowing donations when the recipient is also HIV-positive and aware of the donor's status

Prohibits health insurance policies from limiting or excluding coverage solely because an insured is a living organ donor
