Amends the Consultants' Competitive Negotiation Act (s. 287.055, F.S.) to explicitly allow cooperative purchasing between governmental agencies for professional architectural, engineering, landscape architectural, or surveying and mapping services

Requires the originating agency to have procured the professional services in compliance with existing competitive negotiation requirements

Limits cooperative purchasing to projects where the secondary agency has a coordinated scope of work performed simultaneously with the originating agency's project for efficiency and to avoid design conflicts

Secondary agency must have procurement policies that permit cooperative procurement arrangements

Effective date: July 1, 2020
