Adds new criteria that automatically trigger a mandatory referendum on dissolving a municipality, including being in financial emergency for 2+ years, failing to comply with financial emergency board agreements, submitting required financial reports significantly late for 2+ consecutive years, or having a grand jury or Auditor General audit identify significant problems within the past 3 years

Requires the municipal governing body (or county if municipality fails to act within 30 days) to schedule a dissolution referendum at the next regular or special election when any of the triggering criteria are met

Maintains existing dissolution methods: special act of the Legislature or ordinance approved by voter referendum

Mandates public notice of dissolution elections be published weekly for 2 consecutive weeks in a local newspaper of general circulation

Effective date of July 1, 2020
