Creates the Florida Integrity Office under the Auditor General to investigate complaints of fraud, waste, abuse, mismanagement, and misconduct involving public funds, with authority to issue subpoenas and access records of public agencies

Requires the Chief Inspector General and agency inspectors general to determine within 6 months whether reasonable probability of fraud, waste, abuse, mismanagement, or misconduct exists, and to report findings to the Chief Financial Officer

Establishes personal liability for public officials, independent contractors, or agency personnel found to have committed fraud, waste, abuse, mismanagement, or misconduct, requiring repayment of diverted or lost funds

Mandates that state contracts over $50,000 awarded through invitation to negotiate or without competitive solicitation include good faith estimates of gross profit, with contractors liable for three times the amount of any misrepresentation

Creates a savings sharing program for employees who report under the Whistle-blower's Act, providing awards of 10% of savings or recovery (up to $50,000 annually) for career service employees and 5% (up to $1,000 annually) for senior management
