Authorizes the Florida Missing Children's Day citizen support organization to provide grants to law enforcement agencies for missing and unidentified persons investigations and specialized training

Allows sexual predators and sexual offenders to report certain information changes (vehicle ownership, email addresses, internet identifiers, phone numbers, employment) online through the Department of Law Enforcement's system instead of requiring in-person reporting for all updates

Expands international travel reporting requirements for sexual predators and offenders to include all travel outside the United States, requiring at least 21 days advance notice with flight numbers, airports of departure and return, and cruise port information

Creates a process for sexual offenders registered solely due to out-of-state designations to petition for removal from Florida's registry if their designation has been made confidential in the originating jurisdiction

Requires the Chief of Domestic Security to develop a statewide strategy for targeted violence prevention, including threat assessment training for state and local law enforcement, with periodic evaluation and updates following any targeted violence event
