Reduces the validity period of concealed weapons or firearms licenses from 7 years to 5 years

Requires fingerprints submitted with license applications to be retained by the Criminal Justice Information Program and federal fingerprint retention program, with the Department of Agriculture and Consumer Services covering the retention fee

Allows electronic notice (in addition to written notice) to be sent to licensees at least 90 days before license expiration

Requires renewing licensees to submit a full set of fingerprints if not already retained in the Criminal Justice Information Program

Mandates completion of an 8-hour firearms training or safety course within 6 months before license expiration for each renewal, covering state law on handguns and deadly force, handgun safety, proper storage practices, and live-fire demonstration

Requires instructors of renewal training courses to maintain records for 10 years certifying all training requirements were met
