Establishes work-based learning provisions deeming students and preapprentices 18 and under who are injured during registered apprenticeship or preapprenticeship programs as state employees for workers' compensation medical coverage purposes

Revises apprenticeship program requirements by updating definitions, expanding eligible program sponsors to include educational institutions, workforce boards, and community organizations, and encouraging programs that lead to college credit or degrees

Requires middle school career and education planning courses to be encouraged rather than mandatory for promotion, and authorizes Florida Virtual School to offer such courses

Creates three mathematics pathways aligned to programs, meta-majors, and careers within the statewide articulation agreement, with implementation required by May 31, 2021

Increases funding for aviation-related and aerospace-related industry certifications by adding 0.2 supplemental full-time equivalent student membership and providing $6,000 per professional-level Federal Aviation Administration certification earned by workforce education students
