Repeals the Citrus/Hernando Waterways Restoration Council, My Safe Florida Home Program Advisory Council, Geneva Freshwater Lens Task Force, Brownfield Areas Loan Guarantee Council, and Nonmandatory Land Reclamation Committee

Eliminates the Clean Fuel Florida Advisory Board, the technical advisory council for water and domestic wastewater operator certification, and Florida Health Choices technical advisory panels

Repeals the Department of Elderly Affairs Advisory Council, Florida Agricultural Promotional Campaign Advisory Council, Healthy Schools for Healthy Lives Council, and Tropical Fruit Advisory Council

Removes the Learning Gateway, Florida Early Learning Advisory Council, advisory board on online learning for preeminent state research universities, and child welfare results-oriented accountability program technical advisory panel

Transfers duties previously performed by eliminated committees to department staff or secretaries, including the Nonmandatory Land Reclamation Committee functions which shift to the Department of Environmental Protection secretary
