Creates a new section 479.026 in Florida Statutes to authorize the placement of electronic billboards on agricultural lands classified under s. 193.461

Defines "electronic billboard" as a billboard using LED bulbs arranged to create static, changing, or full-motion text and images controlled remotely via hardware, computers, software, and internet connection

Allows electronic billboards on agricultural lands only if the parcel can reasonably accommodate the billboard and sufficient utilities are available for placement, operation, and maintenance

Requires the agricultural parcel to be comprehensively zoned by the local government to permit electronic billboard placement

Effective date of July 1, 2020
