Proposes a constitutional amendment requiring a two-thirds supermajority vote in both legislative chambers to pass any general law that preempts local governments from regulating a subject area

Applies only to new state preemptions, not those already established in the Florida Constitution

Would take effect January 1, 2022, if approved by voters

Requires the amendment to be placed on the ballot at the next general election or an earlier special election authorized by law
