Exempts from public meeting requirements the portions of review panel hearings where exempt or confidential information (such as HIPAA-protected health information) is discussed for inmates being considered for conditional aging inmate release

Requires the panel to announce when exempt information must be discussed, file public documentation of specific reasons for closing the meeting, and record the entire closed hearing including start/end times and names of attendees

Makes confidential and exempt from public records disclosure any records containing exempt information used by the panel, as well as recordings, transcripts, minutes, and notes from closed hearings

Limits attendance at closed hearing portions to panel members, support staff, the inmate being considered, and licensed medical personnel providing testimony

Subject to Open Government Sunset Review and automatic repeal on October 2, 2025, unless reenacted by the Legislature; effective only if SB 574 (conditional aging inmate release program) also becomes law
