Sets a deadline of December 31, 2020 for the department to submit the report with conclusions and recommendations to the Legislature

Prohibits local governments, local governmental agencies, and state government agencies from enacting rules, regulations, or ordinances regarding the use, sale, prohibition, restriction, or taxation of plastic bags and containers until the Legislature adopts the department's recommendations or July 1, 2021, whichever comes first
