Exempts from public meeting requirements the portions of conditional medical release panel review hearings where confidential information is discussed, including protected health information covered by HIPAA

Requires the panel to announce when exempt or confidential information must be discussed, document specific reasons for closing the meeting, and record the entire closed hearing including start/end times and names of attendees

Makes confidential and exempt from public records disclosure the records containing exempt information used by the panel, as well as any recordings, transcripts, minutes, and notes from closed hearings

Limits attendance at closed hearing portions to panel members, support staff, the inmate being considered, and licensed medical personnel providing testimony

Subject to Open Government Sunset Review with automatic repeal on October 2, 2025, unless reenacted by the Legislature
