Reorganizes the Florida Virtual School governance structure by reducing the board of trustees from seven to five members, imposing two consecutive 4-year term limits, and prohibiting board members from having business relationships with the school for 6 years after serving

Expands priority enrollment categories to include English language learners, students with exceptionalities, gifted students, and students in alternative settings or Department of Juvenile Justice programs

Requires the board of trustees to appoint an executive director responsible for day-to-day operations, policy proposals, and executing the school's mission, vision, and goals

Establishes an Office of Inspector General within the Florida Virtual School to promote accountability, detect fraud and abuse, and investigate allegations of waste or financial mismanagement

Authorizes virtual charter schools to provide part-time instruction after operating full-time for at least one school year, and allows the Department of Education to conditionally approve virtual instruction providers for 2 years instead of 1 year
