Requires the Department of Agriculture and Consumer Services to develop a formula determining the environmental value of agricultural lands and timberlands based on water recharge, stormwater filtration, wildlife habitat, and water quality benefits

Mandates collaboration with the Department of Environmental Protection, University of Florida Institute of Food and Agriculture Sciences, and agricultural/timber industries in developing the valuation formula

Establishes a cost-share reimbursement program providing funding incentives to agricultural and timberland owners for implementing best management practices

Allows the department to reimburse landowners up to 75% of costs based on the calculated environmental values of their lands

Effective date of July 1, 2020
