Defines "preemployment transition services" as job exploration counseling, work-based learning, postsecondary education counseling, workplace readiness training, and self-advocacy instruction for students with disabilities ages 14-21

Requires the Division of Vocational Rehabilitation to provide preemployment transition services within 90 days of receiving consent, and to complete individualized employment plans within 90 days of eligibility determination

Mandates the division enter into a formal interagency agreement with the state education agency to coordinate transition services for students with disabilities and work with local school districts on timely referrals

Expands annual performance reporting requirements to include matching fund data, transition services expenditures by service area, employment outcomes for youth, and postsecondary enrollment rates

Amends the Florida Endowment Foundation for Vocational Rehabilitation to limit administrative costs to 15% of actual expenditures and requires administrative costs be funded solely from private sources beginning fiscal year 2021-2022
