Creates the "Instructional Personnel and Educational Support Employee Pay Raise Initiative" to provide 4.5% annual salary increases plus cost-of-living adjustments for all instructional personnel and educational support employees from fiscal year 2020-2021 through 2028-2029

Funds school districts that provide the authorized salary increases or negotiate salary increases with bargaining units, covering the incremental cost of raises through the Florida Education Finance Program (FEFP)

Incorporates initiative funds into the base student allocation for subsequent fiscal years

Allows charter schools to participate if they report pay schedules, document expenditures at least 30 days before each legislative session, and agree to return funds plus a 5% penalty if employees did not receive the 4.5% raise

Requires charter schools that fail to report pay schedules to return all funds plus a 10% penalty, with penalties intentionally structured to impact only the charter school and not the district school board
