Changes the method for calculating the district cost differential used in Florida Education Finance Program allocations starting in the 2021-2022 fiscal year, shifting from a price level index to a wage level index

Requires the wage level index to incorporate county-level and occupational-level wage data averaged over the most recent 3 years

Mandates the Department of Education consult with school districts, industry representatives, the Department of Economic Opportunity, and academic and private sector experts during development of the wage level index

Sets a deadline of January 1, 2021 for the Department of Education to complete development and calculation of the new wage level index

Removes designated Department of Education employees from the list of entities with access to confidential tax information, as price level index data will no longer be needed for the calculation
