Creates the "Vulnerable Child Protection Act" prohibiting health care practitioners from performing gender-affirming medical procedures on minors

Makes it a second-degree felony for practitioners to perform sterilizing surgeries (castration, hysterectomy, phalloplasty, vaginoplasty, etc.), mastectomies, or remove healthy body parts on minors for purposes of changing or affirming sex inconsistent with biological sex

Prohibits administering, prescribing, or supplying puberty-blocking medications or supraphysiologic doses of testosterone to females or estrogen to males for gender-affirming purposes in minors

Defines "sex" as biological state based on sex organs, chromosomes, and endogenous hormone profiles

Exempts treatment for minors with medically verifiable genetic disorders of sex development, including those with ambiguous external biological sex characteristics or abnormal chromosome structures
