Expands the definition of "food" under the Florida Food Safety Act to include hemp extract, and requires food permits for minor food outlets selling hemp extract

Redefines "hemp extract" as a substance containing more than trace amounts of cannabinoid intended for ingestion or inhalation, excluding synthetic CBD and FDA-recognized safe seed-derived ingredients

Prohibits sale of inhalable hemp extract products to individuals under 21 years of age, and classifies hemp extract sold in violation of requirements as adulterated or misbranded

Establishes the Industrial Hemp Advisory Council as the sole advisory body for the state hemp program, with 11 members serving staggered 2-4 year terms

Requires the Department of Agriculture and Consumer Services to submit a report to the Legislature by December 1, 2020, recommending license application and renewal fees to cover program costs
