Names the commission members: Mayor Hazelle Rogers, Vice Mayor Beverly Williams, and City Commissioners Sandra Davey, Gloria Lewis, and Veronica Edwards Phillips

Notes the city was incorporated on June 22, 1961, and has a current population of approximately 35,000 residents in 15,000 households

Recognizes the city's progressive goals of minority representation by both women and people of color
