Removes the scheduled October 2, 2020 repeal date for the public records exemption covering animal medical records held by state colleges of veterinary medicine accredited by the American Veterinary Medical Association Council on Education

Makes permanent the confidentiality exemption for medical records related to diagnosing animal conditions, prescribing treatments, and performing diagnostic procedures for animal pregnancy or fertility

Continues allowing disclosure of confidential animal medical records to other governmental entities performing official duties
