Requires the Board of Governors to adopt regulations for naming or renaming state university facilities, including requirements for transparency, public engagement, gift-related considerations, and approval processes

Removes the prohibition against naming university facilities after living persons without prior legislative approval

Repeals Chapter 73-370, Laws of Florida, which designated a Florida State University facility (related to FSU's review process and recommendation by the President's Advisory Panel on University Namings and Recognitions)

Establishes that if a university seeks to rename a facility previously designated by law, it must complete the full regulatory process before seeking legislative repeal of that designation

Defines "facility" as buildings, roads, bridges, parks, recreational complexes, or similar resources on state-owned property or property improved with legislative appropriations
