Creates s. 944.092, F.S., establishing basic rights for inmates in Florida's state correctional system, including proper ventilation requiring air conditioning or air cooling systems in all housing units, with exhaust and air circulators for units in use before July 1, 2021, that cannot be retrofitted.

Guarantees inmates a minimum of 20 minutes to eat each meal, with extensions available for inmates with an approved medical reason.

Requires each correctional institution to partner with one or more community food banks to ensure adequate food supply for inmates during natural disasters or other emergencies.

Mandates the department provide personal protective equipment for medical staff at all times and for all staff and inmates during health crises, as well as necessary health products (sanitary napkins, tampons, soap, toothpaste) to inmates upon request.

Requires a written copy of these rights be provided to each inmate upon entry into the correctional system and authorizes inmates to file grievances with the department if any guaranteed right is denied. Effective date: July 1, 2021.
