Counties and local enforcement agencies that issue building permits must allow inspection requests to be submitted electronically via e-mail, website fill-in forms, or third-party mobile applications, with nonelectronic submissions permitted at the building official's discretion

State and local enforcement agencies are authorized to perform virtual inspections—using visual or electronic aids so inspectors need not be physically present at the job site—except for structural inspections on threshold buildings

Local enforcement agencies must refund 10 percent of permit and inspection fees to a permit holder if work fails an inspection and the inspector fails to provide a code-based reason for the failure within 5 business days; associated surcharges under ss. 553.721 and 468.631 must be recalculated after any such refund

Amends ss. 440.103 and 553.80, Florida Statutes, to conform cross-references resulting from the renumbering of subsections in s. 553.79

Effective date is July 1, 2021
