Creates s. 627.7483, F.S., establishing an insurance and regulatory framework for peer-to-peer car-sharing programs, defined as business platforms that connect vehicle owners with drivers for financial consideration, explicitly excluding rental car companies, for-hire vehicles, ridesharing, and carpools.

Requires peer-to-peer car-sharing programs to ensure that during each car-sharing period, shared vehicle owners and drivers are covered by motor vehicle insurance meeting Florida minimums for property damage liability, bodily injury liability, personal injury protection, and uninsured/underinsured motorist coverage; coverage may be maintained by the owner, driver, program, or a combination thereof.

Peer-to-peer car-sharing programs must assume the shared vehicle owner's liability for bodily injury, property damage, and related losses during the car-sharing period, unless the owner made intentional fraudulent misrepresentations or acted in concert with a driver who failed to return the vehicle; authorized insurers may exclude all coverages under a shared vehicle owner's personal policy during the car-sharing period.

Programs must disclose to owners and drivers the daily rates, fees, insurance coverage limitations, indemnification rights, and the risk that an owner's personal auto policy may exclude coverage for shared vehicles; programs must also verify driver licenses, retain usage records for at least the personal injury statute of limitations period, and notify owners of potential lien violations.

Shared vehicles with unrepaired safety recalls may not be made available for sharing, and owners who receive recall notices while a vehicle is listed or in a driver's possession must remove the listing or notify the program as soon as practicable; the act takes effect January 1, 2022.
