Replaces the Florida Academic Library Services Cooperative with the Florida Postsecondary Academic Library Network, jointly overseen by the Board of Governors and the Department of Education through a designated host entity that provides library automation, distance learning catalog, online student advising, and electronic resource licensing services to all public postsecondary institutions.

Repeals s. 1006.735, F.S., eliminating the Complete Florida Plus Program, and transfers its distance learning catalog and student advising functions to the new network's host entity.

Requires the host entity to submit an annual report beginning December 31, 2021, to the Chancellors of the State University System and Florida College System on implementation, usage data, costs, and operations; the Chancellors must then report on host entity performance to the Governor and Legislature.

Directs the Commissioner of Education and the Chancellor of the Board of Governors to jointly recommend by June 1, 2022, a process for expanding network access to school district career centers and charter technical career centers, including an analysis of resources needed.

Effective July 1, 2021, with conforming amendments to statutes on the State Library Council, veterans employment services, articulated acceleration mechanisms, and student fee provisions (transient student fees capped at $5 per course) to reflect the new network structure.
