Creates the Accountability and Program Support Program within the Department of Juvenile Justice and reorganizes department programs with revised naming structure.

Requires courts to consider five specific factors (notice delivery, any person notification, counsel information, department contact attempts, and other relevant information) before issuing custody orders for children failing to appear in court.

Mandates each judicial circuit develop a written plan for alternative consequences to address probation noncompliance, based on principles reflecting violation seriousness, child's criminogenic needs and risks, age, maturity level, and sanction effectiveness.

Repeals the shared county-state detention cost responsibility law and requires the Department of Juvenile Justice to calculate and provide annual detention cost percentages to non-fiscally-constrained counties that don't operate their own detention facilities, with counties paying 50 percent of total shared detention costs through monthly installments beginning August 1.

Authorizes the Department of Juvenile Justice to evaluate alternative models for providing and funding education services for youth in detention and residential facilities during fiscal year 2021-2022, effective July 1, 2021.
