Creates section 768.38, Florida Statutes to provide liability protection for engineers, architects, and structures specialists who voluntarily provide emergency response services

Defines "structures specialist" as a person trained and certified by the United States Army Corps of Engineers in that capacity

Exempts covered professionals and their qualified business organizations from liability for personal injury, wrongful death, property damage, or economic loss during emergency response activities, except in cases of gross negligence or willful misconduct

Extends immunity to out-of-state licensed or registered engineers and architects providing aid as members of mobile support units from other states

Limits immunity to services provided within 90 days of the initial declaration of a federal, state, or local emergency; effective July 1, 2021
