Amends Florida Statutes section 403.928 to require the Office of Economic and Demographic Research to include analysis of inland and coastal flood control in its annual water resources assessment

Requires analysis at least every 5 years, beginning in 2021, of future expenditures by federal, state, regional, and local governments needed to improve resilience to flooding from sea level rise, high tide events, storm surge, flash floods, stormwater runoff, and increased rainfall over a 50-year or longer planning period

Analysis must identify gaps between projected and estimated revenues, expenditures, and funding needs for flood control infrastructure and resilience measures

Requires water management districts, Department of Environmental Protection, Department of Agriculture and Consumer Services, Fish and Wildlife Conservation Commission, counties, municipalities, and special districts to provide assistance and data to support the assessment

Takes effect July 1, 2021
