Creates s. 430.84, F.S., authorizing the Agency for Health Care Administration (AHCA), in consultation with the Department of Elderly Affairs, to approve entities applying to deliver Program of All-Inclusive Care for the Elderly (PACE) services in Florida, with applications reviewed on a continuous basis and published in the Florida Administrative Register.

Requires prospective PACE organizations to submit application documents including evidence of ability to meet federal CMS regulations, market studies with estimated participants and geographic service areas, and a business plan with pro forma financial statements.

Limits each unique and defined geographic service area to no more than one PACE organization, and requires existing PACE organizations seeking to serve additional geographic areas to meet the same application requirements as new applicants.

Requires prospective PACE organizations granted initial state approval to submit a complete federal PACE application to the agency and CMS within 12 months, or the approval is voided.

Exempts PACE organizations from the requirements of chapter 641 (health maintenance organizations) and requires the agency to oversee and monitor PACE organizations based on periodically submitted data and reports; effective July 1, 2021.
