Prohibits municipalities, counties, special districts, and other political subdivisions from enacting or enforcing restrictions on the types or fuel sources of energy production used by public utilities, electric utilities, natural gas utilities, natural gas transmission companies, and liquefied petroleum gas dealers/dispensers/operators

Exempts municipally-owned or governmental utilities from this restriction, allowing their governing boards to pass rules, regulations, and policies governing their own utilities

Does not expand or alter the jurisdiction of the Public Service Commission over public utilities or electric utilities

Voids all existing municipal, county, special district, or political subdivision charters, resolutions, ordinances, rules, codes, policies, or actions that are preempted by this act and existed before or on July 1, 2021

Takes effect July 1, 2021
