Establishes the Hormonal Long-acting Reversible Contraception (HLARC) Program within the Department of Health to improve provision of HLARC services and reduce abortion numbers.

Requires the Department of Health to contract with eligible family planning providers to deliver HLARC services statewide, including provision of hormonal intrauterine devices and implants, provider training, technical assistance, and marketing and outreach.

Mandates annual appropriations from the General Revenue Fund to operate the program, with funds prohibited from reducing other family planning appropriations; the department must also seek federal grants to supplement state funding.

Requires annual reports to the Governor and Legislature by January 1, 2022, and annually thereafter, including data on abortion reduction, HLARC service availability, provider locations and numbers, clients served, costs, demographic characteristics, funding sources, grant applications, return on investment, and marketing activities.

Takes effect July 1, 2021.
