Authorizes the Board of Professional Engineers to establish fees for professional structural engineer licensing, including application, examination, reexamination, licensing, renewal, and recordkeeping costs.

Expands the scope of fee revenue estimates to include regulation of both engineers and professional structural engineers when calculating adequate fee levels.

Extends the temporary registration or certificate fee cap of $25 for individuals or $50 for business firms to include professional structural engineering, in addition to general engineering.

Requires applicants for professional structural engineer licenses to pay a fee established by the board under section 471.011 as a condition of licensure.

Takes effect on the same date that HB 931 or similar legislation takes effect, if adopted in the same legislative session and becomes law.
