Creates the "Vulnerable Child Protection Act" (s. 456.0335, F.S.) defining "sex" as biological state based on sex organs, chromosomes, and hormone profiles.

Makes it a first-degree misdemeanor for health care practitioners to perform or cause certain practices on minors, including surgeries, mastectomies, puberty-blocking medications, and supraphysiologic hormone doses intended to change or affirm sex perception inconsistent with biological sex.

Exempts from criminal penalties medical decisions for minors with medically verifiable genetic disorders of sex development, including ambiguous external characteristics or abnormal chromosome structures.

Restricts high school athletic team participation to only students of the female sex for girls-designated teams, using the biological definition of sex from the act.

Takes effect July 1, 2021.
