Public employees joining an employee organization must sign a membership authorization form containing a specified acknowledgment in bold, 14-point type stating that Florida is a right-to-work state and union membership and dues payment are voluntary.

Employee organizations must revoke an employee's membership upon receipt of a written revocation request, and revocation forms cannot require employees to state a reason for leaving.

Dues and uniform assessment deductions commence when an employer receives and confirms a signed deduction authorization form from the employee, with confirmation required within 30 days.

An employee's authorization to deduct dues and assessments remains in effect until members approve a new collective bargaining agreement or 3 years after deductions begin, whichever is earlier, and remains revocable with 30 days' written notice.

The act takes effect upon becoming law and reenacts section 110.114(3) to incorporate the amended deduction procedures.
